Introduction to Human Rights Day
The 77th International Human Rights Day ceremony was held at the Myanmar International Convention Centre I in Nay Pyi Taw. The event was attended by various dignitaries, including U Aung Lin Dwe, Executive Chief of the Office of the National Defence and Security Council, who delivered a speech. The ceremony aimed to promote and protect human rights in Myanmar.
History of Human Rights
U Aung Lin Dwe stated that the Universal Declaration of Human Rights was adopted by the United Nations General Assembly on December 10, 1948. The declaration consists of 30 articles and sets out the fundamental rights of all human beings, including civil and political rights, as well as economic, social, and cultural rights and responsibilities. Myanmar was among the 48 countries that supported the declaration.
International Human Rights Treaties
Since the adoption of the Universal Declaration of Human Rights, various international human rights treaties have been developed to implement the rights set out in the declaration in a legally binding manner. Myanmar has signed several international human rights treaties, including the Convention on the Rights of the Child, the Convention on the Elimination of All Forms of Discrimination against Women, and the International Covenant on Economic, Social and Cultural Rights.
Domestic Laws and Institutions
The State has enacted and implemented domestic laws to fulfill the obligations contained in the relevant treaties. The Constitution of the Republic of the Union of Myanmar (2008) sets out the fundamental rights and duties of citizens. The Myanmar National Human Rights Commission was established in 2011 to promote and protect the fundamental rights of citizens. The commission has made significant progress in promoting and protecting human rights since its establishment.
Importance of Human Rights
Respecting and practicing human rights within a society greatly contributes to its stability and peace. The Executive Chief emphasized that the Government is committed to the rule of law and stability in the country to promote socio-economic development and ensure the successful holding of orderly, free, and fair multi-party democratic general elections.

The Executive Chief urged citizens to fulfill their civic duties, including protecting the rights of others, contributing to the public good, and respecting the law. He also emphasized that human rights and civic duties are two fundamental concepts that must be interconnected and balanced to build a democratic system of governance and a just society.
